On December 29, the Tariff Commission of The State Council released the "2026 Tariff Adjustment Plan" (referred to as the "Plan"), which will come into effect on January 1, 2026.

According to the Plan, in order to enhance the linkage effect between domestic and international markets and resources and expand the supply of high-quality goods, provisional import tariff rates lower than the most-favored-nation rates will be implemented for 935 items of goods in 2026.

First, we will promote high-level self-reliance and self-strengthening in science and technology, facilitate the building of a modern industrial system, and reduce import tariffs on key components and advanced materials such as CNC hydraulic air cushions for presses and special-shaped composite contact strips.

Second, it will help promote the comprehensive green transformation of economic and social development by reducing import tariffs on resource-based commodities such as recycled black powder for lithium-ion batteries and unroasted pyrite.

Third, we will intensify efforts to ensure and improve people‘s livelihoods, and contribute to the accelerated building of a healthy China by reducing import tariffs on medical products such as artificial blood vessels and diagnostic kits for certain infectious diseases.

In addition, to enhance the internal driving force of the domestic large circulation, in light of changes in domestic industrial development and supply and demand conditions, within the scope of China‘s commitments upon its accession to the World Trade Organization, the provisional import tariff rates on micro motors, printing machines, sulfuric acid and other goods will be abolished, and the most-favored-nation tariff rates will be restored.

To serve the development of science and technology and technological progress, and to support the development of circular economy and forest floor economy, in 2026, domestic sub-items such as intelligent bionic robots, bio-aviation kerosene, and forest floor mountain ginseng will be added. After the adjustment, the total number of tariff items in the tariff schedule is 8,972.
